"As a former smuggler, I had police officers on payroll. I had a lieutenant in the narcotics division 30 years ago that used to give me information that would sustain us while we were developing the Seattle and Vancouver markets. When they would discover a source of getting drugs extradited from Mexico and transferred into the United States, we would evolve from that almost immediately and find another alternative route to get it into this country until you can quit buying off and paying off federal government employees or agents or police or even military. You're not going to be able to stop or penetrate that."
