"What happens when a prime minister changes midterm? General elections have well established, well rehearsed and largely codified rules. But when prime ministers change between elections, the process is far less clear. Since 2016, the UK has seen frequent changes of prime minister, from David Cameron to Theresa May, Boris Johnson, Liz Truss, Rishi Sunak and Keir Starmer. Now we're on the verge of our seventh prime minister in just over 10 years. Former cabinet secretary Simon Case says these rapid transitions have affected the consistency of government and the direction given to the civil service. The cabinet manual sets out clear rules for elections, confidential access talks with the opposition, discretion in long-term decision-making in the run-up to an election, and continuity of essential business. But, as he points out, the cabinet manual is silent on these midterm transitions. In his new article for the Hayward Quarterly, Simon Case argues that, after years of repeated leadership changes, it's time to write these lessons down.
