"pato" is more scapegoat-ish for us, in common usage. "pagar o pato" is "take the rap" or "carry the can" or that sort of stuff. but in the case of the beloved former judge (who colluded with prosecution to arrest Lula), then (Bolsonaro's) justice minister and now senator there, it's more literal
