This is Dapang Kongli from China's Harbin Polar Park, where there are walkways around the giant enclosure and pandas can choose to (Or more importantly, choose not to) walk up to the visiting humans. Dapang is apparently pretty famous for letting humans get a quick pet in as he walks by
