"I want to talk about what public education supporters can do, both in states where the governor hasn't said what he or she intends to do yet, and in states where the governor has already expressed their intention to opt in. What can we do? It can seem like voucherization is like this unstoppable boulder rolling downhill, and that all public schools can try to do is just try to gather up the crumbs that are left in its wake. But that's not true. Vouchers are not inevitable. If we all don't believe that we can halt and roll back voucher programs, then we've given up on the promise of public education for all of the nation's students, and I don't think that any of us have. So I don't think this audience would say that they'd given up on this pillar of our democracy, and so they should continue to oppose the federal voucher program. The historian Timothy Snyder says in his book on tyranny, which has become very popular in the last decade, he says, do not obey in advance. So when you apply that to the voucher context, it means don't assume that vouchers are inevitable, and all you can do is try to pick up tiny pieces for public schools. If your governor has indicated they will opt in, first, keep pushing because it's not set in stone, even for 2027. Second, governors can change, and you should encourage new elected officials to not opt into the program, and don't let the program take root in the meantime. Work to keep it minimal. That's what the heat public funds in public schools act is all about. Congress can absolutely repeal a law or modify a law. So the best thing would be for that legislation to pass and the program to be repealed, and there'd be no more federal voucher program."
